The Department of Labor (DOL), Health and Human Services (HHS), and the Treasury recently finalized two rules expanding exemptions from the Affordable Care Act’s (ACA) contraceptive mandate. These rules apply to non-governmental employers; exemptions are based on either religious beliefs or non-religious moral convictions. January 14, 2019 is the scheduled effective date for these exemptions.
